AgentExchange is a unified marketplace for apps, agents, and other solutions. Anyone can browse and test-drive listings, but installing a package into an org is limited to admins and users with download permission so random viewers cannot change an org. After install, user access is a second decision: some editions let you pick who can use the package, while custom objects still stay hidden from standard users until you deploy them.
