View All Data is an organization-wide user permission that lets an administrator see every app and record in the org, even when sharing would hide them. View All Records is the object-level counterpart: it lets a user see every record of one object, ignoring sharing for that object only. Choose the object permission when someone manages a specific object, and reserve View All Data for administrators who need org-wide access.
