Reports and dashboards live in folders, and you share the folder rather than the individual report or dashboard. Opening or changing anything requires both access to that folder and the matching user permission, so folder sharing and permissions work as a pair. Private folders stay invisible to everyone except the person who created them; any folder that is not private is visible to people who already have permission to view those reports or dashboards.
