Custom metadata type records are configuration values that count as metadata, so a change set can move them from a sandbox to another org, typically production. Unlike records on custom objects or custom settings, these records travel with a deployment instead of being left behind. You add the type and the records as separate change-set components, and adding only the type does not bring the records along.
