A flow can have many versions, but activating one version automatically deactivates the previously active version so new interviews start on the new design. Interviews that already started keep running on the version they began with, which is why a version change does not yank in-progress work onto the new definition. That split, new starts versus running interviews, is what you manage when you maintain and troubleshoot flows after an activation change.
