Lightning components are compact, configurable pieces you drop onto a Lightning page so users get the information and actions they need in one place. Salesforce ships standard components; you or someone else can add custom ones after configuring them for the Lightning App Builder (the point-and-click page editor); and AgentExchange or AppExchange packages supply third-party components already configured and ready to use. Choosing among those three sources is how you assemble pages for Lightning Experience and the Salesforce mobile app without writing the page itself.
