Each validation rule has an Error Location that decides whether its message appears next to a chosen field or at the page level. Salesforce does not stop at the first failure: it keeps evaluating other rules on that field or other fields on the page and shows every error together. Split combined checks into separate rules so each message can sit on the field that actually failed.
