View All Records and Modify All Records are object permissions that ignore sharing rules and settings so a user can reach every record of one object across the organization. They exist so you can give record-administration access for a specific object instead of granting org-wide View All Data or Modify All Data. Unlike Read, Create, Edit, and Delete, these two permissions override sharing rather than following it.
