Quick actions come in two flavors: object-specific and global. Object-specific actions sit on one object's layouts and automatically relate new work to the record the user is viewing. Global actions live on a publisher layout of their own so they can appear almost anywhere actions are supported, but a record created from a global action has no automatic relationship to the page the user was on.
