Lightning App Builder is a point-and-click tool for assembling custom pages in Lightning Experience and the Salesforce mobile app so users can see and update key information in one place. When a page built from existing components cannot deliver the interface you need, developers write custom programmatic UI, most often Lightning web components, and sometimes Visualforce. The exam choice is declarative composition first: use App Builder to lay out and assign pages, then write a custom component or page only when those tools cannot support the interaction.
