Universally required fields are custom fields that must have a value any time a record is saved, in Salesforce, through the API, or by automated processes, so the rule is not limited to one screen. Page-layout required fields only force a value on that layout's detail and edit pages. Use universally required when the field must always be populated; use page-layout required when the constraint should apply only to a specific presentation.
