Sharing rules open extra record access on top of a Private or Public Read Only org-wide default; they never lock access down below that default. Owner-based rules share records because of who owns them. Criteria-based rules share records because of field values on the record, not because of the owner. Pick owner-based when the business need is “this group should see that group’s records,” and criteria-based when the need is “share every record that matches these field values, no matter who owns it.”
