Dynamic actions let you decide which actions appear on a record page from Lightning App Builder, instead of locking that list in the page layout editor. You turn them on for one record page at a time, then attach visibility filters so an action shows only when a record field, device type, or other condition matches. After that switch, users see the App Builder actions for that page and no longer see the object's page-layout actions.
