Design attributes are the settings a developer exposes so you can configure a custom Lightning component in Lightning App Builder without writing code. Custom Aura and Lightning web components do not work on Lightning pages or in the App Builder until the component bundle is configured for those tools. After that, you change the exposed values in the properties pane and the component on the page updates to match.
