The Salesforce mobile action bar is the strip of shortcuts at the top of most mobile pages that lets users start common work, create a record, send email, edit, or log a call, without hunting through menus. It exists so an app builder can put the right actions in reach for each page by configuring page layouts and publisher layouts. What users see depends on where they are in the app and whether you customized the Salesforce Mobile and Lightning Experience Actions section or left Salesforce’s predefined order in place.
