Lightning Experience and the Salesforce mobile app do not put every action in one toolbar. A layout’s Salesforce Mobile and Lightning Experience Actions list, on an object page layout or a global publisher layout, is the source of truth for which actions users see and in what order; Salesforce then routes each action type into a different slot such as the page-level menu, the Activity tab, the Chatter tab, or the mobile action bar. You place actions there so the right work shows up in the right place, or you turn on dynamic actions in Lightning App Builder and control visibility with filters instead of the page layout.
