An inbound change set is a package of customizations waiting to be deployed into an org. You can validate that package without deploying it: the run performs the same checks as a real deploy and shows the success or failure messages you would get, but it does not save any components. Use validation when you need to know ahead of a scheduled window whether the deploy will succeed; a successful validation can also qualify the change set for a later quick deploy that skips rerunning Apex tests.
