When an org needs a capability Salesforce does not already provide, you can build it yourself, hire someone to build it, or look for a ready listing on AgentExchange, the official marketplace for Salesforce apps, agents, components, and consultants. Building in Salesforce is possible, but it competes with other work; a listing that already matches your requirements can close the gap without a custom build. Choose by strategy: if you need something that plugs in quickly, search for a solution; if the problem is complex and custom, a consultant is the better fit.
