A global picklist value set is a standalone list of approved choices that many custom picklist fields can share across objects, so the same values stay consistent wherever they appear. Unlike a local custom picklist, which belongs to one object and owns its own values, the global set exists independently and every field based on it inherits that list. Salesforce treats every global value set as restricted, so only an admin can change the values and users cannot add extras even through the API.
