A flow can send mail in two ways: a Send Email action you configure inside the flow, or an Email Alert action that reuses an alert already built in Setup. Send Email is the in-flow option, you write or template the message there, address any mailbox, and optionally attach a file or log the send. Email Alert is the reuse option: the template and recipient list live on the alert, the flow only supplies a matching record ID, and that same alert fires the same way from a flow, a workflow rule, or Process Builder.
