A public group is an administrator-defined bundle of users, roles, territories, and other groups that you can name as the target of a sharing rule. It exists so people who need the same extra record access, but who are not all in one role, can be covered by a single rule instead of a rule per role or person. Only administrators and delegated administrators can create and edit public groups.
