An approval step in a Flow Approval Process is review work that someone must complete, so you assign it to a user, a group, a queue, or a resource that resolves to one of those when the run starts. That assignment decides who receives the approval work item. If the assignee is a group, you can require every member to approve instead of letting any one member decide the step.
