Record types can be assigned on a user's profile, in permission sets or permission set groups, or in both, but those layers are not interchangeable. The profile is the only place that stores a default record type and the only place that can assign the system Master type; permission sets can grant only custom record types. Assignment decides which types the user can use when creating or editing a record, not whether they can view existing records of that type.
