Importing and mass deleting Salesforce records is permission-gated, and the bar changes with the tool you use and whose records you touch. The Data Import Wizard checks object-specific import permissions (and extra Create or Edit in some cases), while Data Loader requires Read, Create, Edit, and Delete on the objects plus API access. Mass deletion is an organization-wide data job: it needs Modify All Data, which ignores sharing, rather than ordinary object Delete.
