A report format is how Salesforce lays out the records that match your filters: a flat list, a list with grouped subtotals, or a grid with groups on both axes. Tabular, summary, and matrix exist so you can match that layout to the question, from a mailing list to a month-by-type revenue comparison, without making the report harder to read than it needs to be. Tabular is the default; grouping rows produces a summary, and grouping both rows and columns produces a matrix.
