Each Salesforce user gets exactly one profile, which sets their baseline access and defaults such as apps, page layouts, and login hours, and is tied to a single user license. Custom profiles exist so you can change more of those settings than a standard profile allows, but creating a new profile for every job quickly becomes unmanageable. Permission sets and permission set groups add extra access on top of the profile by task or persona, so you can keep the profile lean and grant only what each person needs.
