The App Launcher is the tile board users open to switch among the Salesforce and third-party apps they are allowed to use. Administrators set a default order and can hide apps from the Launcher for the whole org, while each user's profile and permission sets still filter which of those apps appear. In Salesforce Classic the Launcher is also a profile switch: if it is not Visible, it does not show in the upper-right app menu.
