A user who cannot log in is usually stuck on one of two problems: they forgot the password, or they were locked out after too many failed logins. Admins restore access from Setup > Users by sending a reset email or clicking Unlock; users can also request a reset from the login page if they answer their security question correctly. Resetting a locked-out user's password automatically unlocks the account, so one admin action can clear both problems.
