Activity sharing decides who can see and edit other people's tasks and events. Salesforce does not treat those records as openly visible by default; it combines your place in the role hierarchy, your access to the people and records an activity is tied to, and, for events, calendar sharing. Those three paths are what make a Private activity visible to anyone besides the owner.
