Case assignment rules decide who owns a case by matching ordered conditions and assigning the first match to a user or a queue (a shared team inbox). Escalation rules are a separate rule type: they escalate a case when it meets their criteria and then run the escalation actions you define. Flow is the general automation builder for other work, such as screens, scheduled updates, or external systems, and you do not need a flow just to copy the routing that assignment rules already provide.
