A compact layout is a per-object, ordered list of key fields that fills the highlights panel at the top of a record so users can see the most useful details at a glance. Customizing one is optional because every object already has a read-only system default compact layout. In Lightning Experience the highlights panel shows up to the first seven fields from that list, while the Salesforce mobile app can show up to ten.
