A user license is the one baseline ticket each person needs to enter Salesforce, and the type you assign decides which objects and features they can reach at all. Licenses exist so you can match capability and cost to the job: full CRM for people who sell and support, cheaper Platform licenses for custom-app work, Chatter licenses for collaboration, and separate licenses for guests and external community users. Extra features sit on top of that baseline through permission set licenses, feature licenses, and usage-based entitlements, not by giving someone a second user license.
