When a record is submitted for approval, Salesforce locks it so most users cannot change it while the decision is still open. The lock keeps the record stable so reviewers decide on the version that was submitted, not a record someone else is still editing. Admins can always edit a locked record; whether an assigned approver can edit it is a configuration choice.
