When you load records with Salesforce import tools, validation rules still run first and any record that fails is not imported. Duplicate rules do not keep their usual alert-or-allow settings on those tools: no alert is shown, and users cannot save the records. Clean the file so it meets your rules, use the wizard's matching options to update the right existing records, and deactivate only the validation rules that would block a load you intend to complete.
