A public group is an administrator-built list of users who should receive the same extra access, even when they do not sit in one role. You add people, roles, territories, and other groups to that list, then point a sharing rule, a manual share, or a folder share at the group instead of repeating the grant for each audience. In the sharing model, public groups sit beside organization-wide defaults and the role hierarchy as a reusable target for opening records a user does not own.

A group is a named set of users: individuals, other groups, everyone in a role or territory, or that role or territory plus everyone below it in the hierarchy.
