Lead assignment rules automatically choose which user or queue owns a new lead so prospects from forms, imports, and (when requested) manual entry are not left with whoever created the record. You keep one active rule as an ordered list of condition-based entries; Salesforce assigns on the first match and stops. When no entry matches, ownership goes to a fallback such as the default Web-to-Lead owner or the administrator running an import; if you skip the rule on a manual create, the lead belongs to you.
