Password policies are the standing rules for how users build passwords, how long those passwords last, and what happens after failed logins or a forgotten-password attempt. Salesforce applies one org-wide policy to every user password, then lets you override that policy on a profile when a group needs different rules. Separate from those standing rules, an admin can expire every password at once or reset a single user so the next login forces a new password.
