A report is a list of records that match the criteria you define, but the viewer still only works with records their access allows. Salesforce separates what objects and fields a user can use from which individual records they can reach, and reporting follows that record access. Folder permissions decide who can open a report; they do not replace the sharing model that decides which records appear.

An opportunity marked Private can be viewed, edited, or reported on only by the owner, users above that owner in the role hierarchy, and admins; opportunity sharing rules do not apply. Contacts that are not linked to an account stay private to the owner and administrators, and contact sharing rules do not apply to them.
