A classic approval process starts only when someone submits a record and two checks both pass: the submitter is on that process's allowed-submitters list, and the record meets that process's entry criteria. Admins decide who may submit, which records qualify, and whether users can submit from the record page. If either check fails, Salesforce shows an error and the record never enters the process.
