Administrative permissions are the high-privilege settings on a profile or permission set that let a user manage Setup, other users, or records they do not own. They exist so you can give someone an admin or data-steward job at the right scope: one object, the whole org, or metadata only. Because several of these settings ignore sharing, you grant them only when ordinary sharing would not let that person do the work.
