App and tab visibility control which apps a user can select from the app menu and which object tabs appear in an app's navigation, in Lightning Experience's App Launcher, or on the All Tabs page in Salesforce Classic. Profiles and permission sets both store these settings, but they split the work: the profile holds the user's default app, while permission sets add visible apps and tab availability. When several assignments set the same tab, Salesforce uses the most permissive setting, so extra permission sets can reveal a tab but cannot hide one that another assignment already makes available.
