Salesforce does not let you delete a user, because that would orphan records and drop historical activity. Deactivation is how you stop login while keeping that history and making the license available for someone else. When Salesforce will not let you deactivate yet, freeze the account so the person cannot log in while you finish cleanup, then deactivate.

A user selected in a custom hierarchy field cannot be deactivated even after you delete the field. Delete and permanently erase the field first, then deactivate.
