After Mass Delete Records, Salesforce moves the selected items into the Recycle Bin so you can restore them for 15 days, unless you chose a path that skips the bin. The Recycle Bin is a short recovery window after bulk deletion, not a backup store. Permanent delete, Data Loader hard delete, emptying the bin, or waiting until Salesforce permanently deletes the items all make recovery impossible.
