A muting permission set turns selected permissions off inside one permission set group without changing the permission sets in that group. You use it when a shared permission set is too broad for one job role, so you can reuse the same set across groups instead of cloning near-copies or stripping permissions other groups still need. Muting applies only through that group; anyone who also receives the same permission from a profile, a direct permission set assignment, or a different group still has it.
